The ICO Council provides strategic oversight, approves standards for publication, and ensures alignment with ICO's mission of advancing global digital trust infrastructure. The Council reviews and endorses all standards after completion of public review periods.
ActiveThe Technical Secretariat manages day-to-day coordination of the standards development process. Responsibilities include draft management, public review administration, feedback compilation, working group logistics, and publication of final standards documents.

ActiveThe ICO Council has authorized the Technical Secretariat to build and operate two core infrastructure components supporting the DPP-CQ ecosystem.
A global network of DID resolution nodes that enables decentralized lookup of product credential issuers and their verification keys. The root resolver network ensures that DPP credentials can be verified regardless of where the product data is physically stored.

OperationalThe Tianji Credibility Registry serves as the credential hash registration and attestation layer. Issuers register cryptographic hashes of their credentials on TCR, enabling cross-border verification without transmitting raw data. TCR also maintains issuer credibility scores and audit trails.

OperationalWorking groups are the primary venues for technical and policy work. Each WG has defined terms of reference and operates with open participation.
Responsible for the technical specification, data model, carrier formats, credential protocols, and security architecture. Drives the evolution of the DPP-CQ standard through iterative drafts.
ActiveDevelops the governance framework itself, compliance assessment procedures, the Global Digital Credibility Certification (GDCC) standard (ICO Std 3001), and regulatory alignment with EU, Chinese, and international frameworks.
ActiveFocuses on interoperability with external standards systems including GS1 Digital Link, EU DPP (EN 18xxx), W3C DID/VC ecosystem, and UN/CEFACT UNTP. Manages plugtest events and conformance testing.
ActiveCoordinates real-world pilot deployments across product categories (tea, ceramics, haute couture, etc.), collects implementation feedback, and develops category-specific guidance documents.

During public review periods, any individual or organization may submit formal comments on draft specifications. Comments are tracked publicly and addressed in subsequent revisions.
